Reduction in Stubble Burning Cases in Karnal through Ex-Situ and In-Situ Management

This year, most states have reported a decline in stubble burning incidents. In Karnal district, fewer than 100 cases of stubble burning have been recorded this season. Approximately 13,306 farmers in Karnal have registered under the stubble management incentive scheme. While other districts in Haryana continue to witness stubble burning incidents, Karnal farmers are showing greater interest in adopting sustainable farming practices. The state government provides an incentive of ₹1,000 per acre to farmers for stubble management efforts.

Key Stubble Management Methods:

Ex-Situ Management: The majority of farmers in Karnal have opted for ex-situ management. Around 8,842 farmers have registered for managing stubble over 98,087 acres of land. In this method, baler machines are used to convert paddy stubble into bundles, which are later supplied to industries for use as fuel. The process involves the use of advanced machinery such as cutters, rakes, and balers.

2G Ethanol Plants and In-Situ Management:

The second most popular method is the supply of stubble to 2G ethanol plants. For this, 2,154 farmers have registered for managing stubble over 21,703 acres of land.
In-situ management involves incorporating stubble into the soil using machines, which enhances soil fertility and reduces the need for fertilizers in subsequent crops.

Earning and registration process in cases of stubble burning:

The last date for stubble management registration is November 30. After this, the concerned department will start verifying the claims made by farmers. Dr. Wazir Singh, Deputy Director of Agriculture (DDA), commended the farmers adopting in-situ and ex-situ management systems. He noted that the farmers’ interest in these methods has significantly reduced stubble burning incidents in the district. Compared to 122 cases reported by November 21 last year, only 93 cases have been recorded so far this year, marking a 25% decline.

65% Financial Assistance for Machinery Purchase: Various agencies and institutions under the Indian Council of Agricultural Research (ICAR), including three ATARIs and 60 Krishi Vigyan Kendras (KVKs), are actively raising awareness about stubble management. The government provides financial assistance of up to 65% on the capital cost of machinery costing up to ₹1.5 crore. This initiative aims to establish a robust supply chain of paddy stubble for biomass power generation and biofuel industries.
