The district administration has imposed a complete ban on stubble burning after crop harvesting. Collector and District Magistrate Shri Shailendra Singh has issued an order under Section 163 of the Indian Civil Protection Code 2023, strictly prohibiting the burning of crop residues such as wheat, gram, lentils, and cotton stalks across the district's revenue boundaries.
According to the order, all combine harvesters operating in the district must be equipped with a straw reaper or straw management system to ensure that crop residues are utilized instead of being burned. Legal action will be taken against those operating harvesters without this system.
Stubble burning significantly contributes to air pollution by releasing harmful gases. It also destroys beneficial microorganisms in the soil, reducing its fertility and affecting crop production. Crop residues like husk and straw naturally decompose and enrich the soil; burning them leads to the wastage of valuable organic matter. Additionally, stubble burning increases the risk of accidental fires, potentially causing loss of life and property.
Collector Shri Singh has instructed the District Transport Officer and the Assistant Agricultural Engineering Department to ensure continuous monitoring of all combine harvesters in the district. Any harvester found operating without a straw management system will face strict legal action.
Measures to Improve Soil Fertility with Organic Compost: The Department of Farmer Welfare and Agriculture has advised farmers to avoid stubble burning and instead use rotavators to mix crop residues into the soil, facilitating compost formation. Additionally, stubble can be collected separately and converted into organic compost using methods like Bhunadep, decomposers, and vermicomposting. Farmers have also been encouraged to use super seeders and happy seeders to manage crop residues effectively while preserving environmental and public welfare.
Awareness Campaign and Public Appeal: The Public Relations Department has been directed to disseminate this order widely through newspapers, electronic media, and other communication channels. Collector Shri Singh has appealed to farmers to comply with the order, ensuring the prevention of fire incidents and the protection of the environment.
