The Bihar government has launched the Seed Spices Scheme to encourage farmers in the state. This scheme, applicable for the year 2024–25, aims to support seed spice production across all 38 districts of Bihar. Objective of the Bihar Seed Spices Scheme:

The primary goal of the Bihar Seed Spices Scheme is to promote the production of seed spices in the state. This initiative will financially empower farmers and enhance their production capacity.

  1. The scheme will be implemented across all 38 districts of Bihar.
  2. Eligible farmers can benefit from a minimum of 0.25 acres (0.1 hectares) to a maximum of 10 acres (4 hectares).
  3. Financial assistance will be provided as an incentive amount, which will be directly credited to the farmers' bank accounts through DBT (Direct Benefit Transfer).

Eligibility Criteria:

The following farmers can apply for the scheme.

  1. Farmers with land holdings between 0.25 acres (0.1 hectares) and 10 acres (4 hectares).
  2. Non-landowners can also apply, provided they have a lease agreement (Akrar Nama).

Required Documents for Application:

Farmers must submit one of the following documents during the application process:

  1. Land ownership certificate
  2. Updated revenue receipt from the last two years
  3. Online updated receipt
  4. Genealogy certificate
  5. Lease agreement (for non-landowning farmers) If the applicant's name is not on the revenue receipt or land ownership certificate, they must provide a genealogy certificate.

How to Register Bank Account for DBT? The incentive amount will be transferred to the farmers' bank accounts through DBT. Therefore, it is mandatory for farmers to register their bank accounts for DBT. Farmers should visit their bank's branch for registration and obtain the required information.

Distribution of Incentive Amount: The incentive amount will be distributed via CFMS (Centralized Financial Management System) and credited directly to the farmers' registered DBT bank accounts.

Selection of Beneficiaries and Women's Participation:

The selection of beneficiaries will be as follows:

  1. 78.56% from the general category
  2. 20% from the Scheduled Castes (SC)
  3. 1.44% from the Scheduled Tribes (ST) Additionally, 30% women's participation is mandatory in each category.

Guidelines for Application:

  1. Farmers should ensure that all necessary documents are ready before applying.
  2. The SOPs (Standard Operating Procedures) and detailed guidelines for the scheme are available on the official website.
  3. Farmers who have not registered their DBT bank account should do so before applying.

Online Application Process: Interested farmers can apply online through the official Bihar Horticulture Directorate website. After filling out the application form, farmers must upload the required documents and submit the application.
