CAQM has imposed a ban on stubble burning, learn about the new rules

The Commission for Air Quality Management (CAQM) has empowered district authorities in the National Capital Region (NCR) and surrounding areas, including Punjab, Haryana, Rajasthan, and Uttar Pradesh, to take stringent action against officials who fail to enforce regulations on stubble burning. This initiative comes in light of the severe impact that this practice has on the air quality in the NCR.

Current Statistics on Stubble Burning in Punjab and Haryana:

Despite ongoing efforts, the issue of paddy stubble burning remains a significant challenge. From September 15 to October 9, 2024, Punjab reported a total of 267 incidents of stubble burning, whereas Haryana documented 187 incidents. These figures highlight the urgency of the situation as officials work to curb this harmful practice.

Establishment of Stubble Management Cell for Continuous Monitoring:

To support these efforts, a "Stubble Management Cell" has been established in Chandigarh. This cell will provide continuous monitoring and coordination of field-level activities. The primary objective is to eliminate the practice of stubble burning, which poses a serious threat to air quality in the region, while ensuring strict compliance with the latest action plans for 2024.

Legal Action Against Officials Failing to Implement Regulations:

The CAQM Act of 2021, district magistrates, deputy commissioners, and district collectors in the NCR regions of Punjab, Haryana, Rajasthan, Uttar Pradesh, and Delhi are now empowered to lodge legal complaints against officials who fail to comply with regulations. This measure aims to ensure the effective implementation of plans designed to prevent stubble burning.

Need for Increased Vigilance from District Administration: The CAQM has also tasked state governments and district administrations with maintaining strict oversight of stubble burning activities. Additionally, 26 central teams have been deployed to major hotspot districts in Punjab and Haryana to collaborate with local authorities and promote better utilization of resources for various in-situ and ex-situ management solutions. 

Through these comprehensive measures, the CAQM aims to significantly reduce stubble burning incidents and enhance air quality across the NCR.
