The Union Government has released Fifteenth Finance Commission (XV FC) Grants for the financial year 2024-25, providing financial assistance to Rural Local Bodies (RLBs) in Bihar, Haryana, and Sikkim.

Bihar Receives ₹869.736 Crore Grant:

Bihar has received ₹821.8021 crore as the second installment and ₹47.9339 crore from the withheld portion of the first installment of untied grants. This funding has been allocated to 38 district panchayats, 530 eligible block panchayats, and 8052 eligible gram panchayats that met the mandatory conditions for receiving the grant.

Haryana Receives ₹210.0656 Crore Grant:

Rural Local Bodies in Haryana have been allotted ₹202.4663 crore as the second installment and ₹7.5993 crore from the withheld portion of the first installment of untied grants. This fund is designated for 18 eligible district panchayats, 142 eligible block panchayats, and 6195 eligible gram panchayats.

Sikkim Receives ₹6.2613 Crore Grant: During the financial year 2024-25, Sikkim has received ₹6.2613 crore as the second installment of untied grants. These funds are allocated to 4 eligible district panchayats and 186 eligible gram panchayats that fulfilled the mandatory requirements.

Utilization of the Grants: The grants will be utilized by Panchayati Raj Institutions (PRIs) and Rural Local Bodies (RLBs) for location-specific developmental needs under the 29 subjects listed in the Eleventh Schedule of the Constitution. However, these funds cannot be used for salaries or other administrative expenses.

Additionally, Tied Grants will be used for essential services, including:

  1. Sanitation and maintenance of Open Defecation Free (ODF) status – This includes the management and treatment of household waste, human excreta, and fecal sludge.
  2. Provision of drinking water, rainwater harvesting, and water recycling.

Conclusion: These grants will strengthen district, block, and gram panchayats in Bihar, Haryana, and Sikkim, contributing to the development of rural infrastructure and essential services in these states.
