Farmers to Get Digital Identity: Rapid Implementation the Digital Agriculture Mission

The Government of India approved the Digital Agriculture Mission in September 2024, allocating a budget of ₹2,817 crore for its implementation. Under this mission, AgriStack, Krishi Decision Support System, and Soil Fertility & Profile Map are being developed as key Digital Public Infrastructure (DPI). The objective is to establish a robust digital agricultural ecosystem that provides farmers with accurate and timely crop-related information.

Key Initiatives the Digital Agriculture Mission:

The AgriStack DPI includes three major databases/registries related to the agricultural sector:

  1. Geo-Referenced Village Maps
  2. Crop Sown Registry
  3. Farmers Registry

These databases are being developed and managed by state governments and union territories.

Target to Create 110 Million Farmer IDs by 2026-27:

The government has set a target of creating 110 million digital Farmer IDs by 2026-27. Additionally, starting Kharif 2025, a digital crop survey will be conducted across all states and union territories. As of March 28, 2025, 48.56 million Farmer IDs have already been issued.
During Kharif 2024, a digital survey was conducted in 436 districts, and for Rabi 2024-25, it covered 461 districts, mapping more than 239 million land parcels.

Financial and Technical Support for States:

To ensure the effective implementation of the Digital Agriculture Mission, the central government is providing technical and financial assistance to states and union territories, which includes:

  1. Software for Farmer ID creation and digital crop surveys
  2. Training programs for state officials
  3. Support for human resource recruitment in the Project Monitoring Unit (PMU)
  4. Cloud infrastructure facilities

Special Central Assistance (SCA) Scheme for States: The Department of Expenditure (DoE), Ministry of Finance, has launched a ₹5,000 crore Special Central Assistance (SCA) scheme for capital investment by states. As of March 28, 2025, ₹1,076 crore has been disbursed to Uttar Pradesh, Madhya Pradesh, Rajasthan, Maharashtra, Tamil Nadu, and Andhra Pradesh.

Encouraging a Camp-Mode Approach: The government has advised states to adopt a camp-mode approach, offering ₹15,000 per camp in financial assistance. These camps will be used to engage local administrations and enroll farmers into the digital identity system.

Financial Incentives for Accelerating Farmers Registry: To speed up the Farmer ID registration process, the government has allocated ₹10 per Farmer ID from the PM-KISAN administrative fund. This amount will be provided as an honorarium to field workers engaged in the registration process, ensuring faster implementation. This initiative is expected to digitally empower farmers, improve agricultural decision-making, and drive the modernization of India’s agricultural sector.
