Farmers Burning Crop Residue to Be Barred from Welfare Scheme and MSP Benefits in Madhya Pradesh from May 1

The Madhya Pradesh government has announced that farmers who burn crop residue (stubble) in their fields will no longer be eligible for benefits under the Mukhyamantri Kisan Kalyan Yojana. Additionally, such farmers will be barred from selling their crops at Minimum Support Price (MSP) in the upcoming procurement season. This decision will come into effect from May 1.

Chief Minister Dr. Mohan Yadav emphasized that while Madhya Pradesh is an agrarian state, the increasing incidents of stubble burning are harming the environment, air quality, and soil health. Stubble burning not only increases air pollution but also depletes vital nutrients in the soil, leading to reduced land productivity. The state had previously banned stubble burning, but stricter measures are now being introduced to ensure compliance.

Encroachment to Be Removed from Public Properties:

The Chief Minister also directed officials to launch a special campaign to remove encroachments from government lands, ponds, stepwells, wells, and public pathways in villages. Under the Jal Ganga Sanvardhan Abhiyan, he instructed that all water bodies must be made encroachment-free and officially recorded in government revenue documents.

Madhya Pradesh Leads in SVAMITVA Scheme and Farmer Registry:

Madhya Pradesh has secured the top position in the country in implementing the SVAMITVA (Survey of Villages and Mapping with Improvised Technology in Village Areas) scheme and the Farmer Registry initiative. Out of the targeted 45.60 lakh properties, ownership documents for 39.63 lakh properties have already been issued — achieving 88% completion. The remaining work is expected to be completed by June 2025. Under the Farmer Registry initiative, 80 lakh Farmer IDs have been generated so far with support from local youth and dedicated registration camps.

₹46,300 Crore Transferred to 85 Lakh Farmers:

The Pradhan Mantri Kisan Samman Nidhi Yojana, over 85 lakh farmers in the state are receiving annual financial support of ₹6,000 from the central government. By March 2025, more than ₹28,800 crore will have been transferred directly to beneficiaries’ bank accounts. Additionally, the state government’s Mukhyamantri Kisan Kalyan Yojana, introduced in 2020, offers an additional ₹6,000 per year to eligible farmers. So far, over ₹17,500 crore has been disbursed under this scheme.

Digital Survey of 190 Crops Underway: In a significant step towards modernization, the Revenue Department of Madhya Pradesh has initiated a digital survey of crops starting in 2024. More than 60,000 rural youth are participating in this effort, conducting on-ground surveys of farms and crops. The state cultivates 190 types of crops, all of which will now be documented in a digital record system.
