For the Kharif Marketing Year 2024-25, district collectors have been instructed to form special investigation teams to verify the procurement of paddy at the minimum support price (MSP), inter-district and district-level procurement center verifications, and other related complaints. Minister for Food, Civil Supplies, and Consumer Protection, Shri Govind Singh Rajput, has directed a thorough investigation into these matters within seven days.

Key Areas of Investigation:

  • Verification of the paddy procurement process
  • Transportation, storage, and payment status of paddy supplied to millers
  • Quantity of paddy lifted and details of Custom Milled Rice (CMR) deposited by millers

Strict Action Directives: Food Minister Shri Rajput has issued clear instructions that if a shortage of paddy is found in warehouses, the responsible procurement committees, transporters, and other concerned entities must be held accountable. The shortage amount must be recovered, and affected farmers should receive immediate payments. To curb irregularities, the government has implemented a digital monitoring system.

All paddy lifted from procurement centers must be recorded on the CSMS portal to ensure proper vehicle tracking. Information from toll booths and the transport department will be used to verify the type, category, and loading capacity of vehicles used for paddy transportation.

Important Directives: During the investigation, the Civil Supplies Corporation will not issue new delivery orders to millers. Only those millers found compliant during the investigation will receive orders. Any shortage in paddy stock will not be compensated through market purchases.

Ensuring Transparency in Paddy Procurement:

So far, ₹13.37 crore of the shortage amount has been recovered, while the recovery process for the remaining ₹14.16 crore is ongoing. To maintain transparency in the paddy procurement process and safeguard farmers' interests, the state government has taken stringent measures. A digital monitoring system has been implemented to prevent irregularities, and strict action is being taken against offenders. The government's top priority is to ensure timely payments to farmers and complete transparency in the procurement process at the minimum support price.
