The Central Government launched the Traditional Agriculture Development Scheme (PKVY) in 2015 under the Soil Health Management (SHM) component of the National Mission for Sustainable Agriculture (NMSA). PKVY aims to enhance soil fertility by promoting organic farming, which utilizes fewer pesticides and agrochemicals to ensure healthy and high-quality produce.
The scheme promotes the Participatory Guarantee System (PGS) in India, which is based on mutual trust and is locally relevant. PGS operates outside the framework of 'third-party certification'. The funding ratio for this scheme is 60:40 between the central and state governments. For Northeastern and Himalayan states, the central assistance ratio is 90:10 (central:state), while it is 100% for centrally administered union territories.
Goals of the Scheme: PKVY aims to bring 600,000 hectares of land under organic farming by 2025–26. It aims to produce agricultural products free from the residues of chemicals and pesticides by adopting environmentally friendly and cost-effective technologies.

Operational Procedure of the Scheme: PKVY is implemented within a three-year timeframe, aligned with the 36-month transition from traditional farming to organic farming as specified by PGS-India. It promotes organic farming through group approaches and encourages the adoption of PGS certification. PGS certification assists farmers in certifying, labeling, and selling their organic products in local markets.
Support Pattern: Each group is eligible for total assistance of ₹14.95 lakhs, which includes group formation, PGS certification, and organic manure management. Maximum support of ₹10 lakhs or ₹50,000 per hectare (per farmer member) is available for tasks such as organic manure management and biological nitrogen fixation for groups of 50 acres or 20 hectares. A total support of ₹4.95 lakhs per group is available for implementation agencies (IAs) for group formation, PGS certification, and quality control.

Offline Application Process: The application process for the PKVY scheme is also available offline. Interested applicants can contact their respective regional councils. Regional councils consolidate all applications and develop annual work plans. This scheme is presented to the Ministry of Agriculture and Farmers' Welfare.
