The Government of India has approved the Prime Minister Mega Integrated Textile Region and Apparel (PM MITRA) Scheme to develop a large-scale, integrated, and modern industrial infrastructure for the entire value chain of the textile industry. A total budget of ₹4,445 crore has been allocated for the scheme for the period 2021-22 to 2027-28.
The government has selected seven locations for setting up PM MITRA Parks, namely Virudhunagar (Tamil Nadu), Warangal (Telangana), Navsari (Gujarat), Kalaburagi (Karnataka), Dhar (Madhya Pradesh), Lucknow (Uttar Pradesh), Amravati (Maharashtra). Once fully developed, each park is expected to generate over 3 lakh direct and indirect employment opportunities.
The selected states and their Special Purpose Vehicles (SPVs) have initiated various groundwork activities, including the provision of essential infrastructure such as roads, water, and electricity. Environmental clearances have already been obtained for PM MITRA parks in Gujarat, Uttar Pradesh, Tamil Nadu, Maharashtra, and Telangana.
For the Amravati (Maharashtra) PM MITRA Park, a ₹111 crore infrastructure development project has been finalized, and the work order has been issued. The foundation stone for the park was laid by the Hon’ble Prime Minister in September 2024. Similarly, the Government of India has granted in-principle approval for implementing the PM MITRA parks in Tamil Nadu and Madhya Pradesh.
A Development Capital Support (DCS) of up to ₹500 crore for Greenfield parks and ₹200 crore for Brownfield parks will be provided. A Competitive Incentive Support (CIS) of up to ₹300 crore per park will be given to early-stage manufacturing units, subject to conditions specified in the scheme guidelines.
Key Measures for Effective Implementation:
To ensure the smooth execution of the PM MITRA scheme, the Government of India has signed Memorandums of Understanding (MoUs) and Joint Venture (JV) agreements with the participating states. SPVs have been incorporated in all Greenfield PM MITRA Parks, with 51% ownership by the state governments and 49% by the Government of India.
Encouraging Private Sector Participation:
To attract private investments, the scheme has adopted a Master Developer (MD) model under the Design-Build-Finance-Operate-Transfer (DBFOT) framework. This approach aims to enhance private sector participation in park development while allowing flexibility through additional development models. The PM MITRA scheme is a significant initiative aimed at modernizing India's textile industry, strengthening global competitiveness, and boosting investment, employment, and industrial development.
