Production-linked incentive scheme to promote millet-based products launched with allocation of ₹800 crore

To encourage millet consumption and promote millet-based products, the government has launched a Production-Linked Incentive (PLI) Scheme for millet-based products for the period 2022-2023 to 2026-2027. A budget of ₹800 crore has been allocated for this initiative. The scheme has removed the minimum investment requirement, making it more accessible to a broader range of applicants. Selected companies under the scheme must achieve a minimum sales growth of 10% annually compared to the base year to qualify for incentives.

The scheme, incentives are provided for the sale of ready-to-eat and ready-to-cook products containing at least 15% or more millet content by weight or volume in consumer packs.

Direct Benefits to Farmers:

Initially, 30 beneficiaries were included under the millet initiative, but after one withdrawal, 29 beneficiaries remain active participants. According to the scheme, only agricultural products sourced domestically, excluding additives, flavors, and oils, are allowed for preparing millet-based products. This initiative has boosted local production and procurement of agricultural products, providing direct benefits to farmers.

Scheme Duration and Incentives:

The scheme spans five years, with the initial claims for the 2022-2023 performance year submitted in 2023-2024. So far, 19 applicants have claimed incentives, and ₹3.917 crore has been disbursed to eligible beneficiaries.

They are naturally gluten-free and offer numerous health benefits. Regular consumption of millets helps manage diabetes, supports weight management, boosts energy levels, and promotes heart health. Popular millets include sorghum (jowar), pearl millet (bajra), and finger millet (ragi).

Steps to Strengthen Implementation: To ensure the effective implementation of the PLI scheme, the government has introduced several measures:

  1. Development of a user-friendly portal for applicants.
  2. Formation of dedicated groups to address issues promptly.
  3. Regular issuance of clarifications to simplify guidelines.
  4. Establishment of robust monitoring and evaluation mechanisms.
  5. Deployment of technical assistance teams for support.
  6. Weekly meetings with applicants to ensure smooth communication and progress tracking.
